Cross-Selling for Products Not for Sale

   We are using Product Cart for an online catalog. 99% of the products are not for sale online, but a small handful can be purchased online. We still need to be able to display cross-selling products for every item in our catalog, not just the few that will have an Add to Cart button on the Products Details page. 

Does anyone have any suggestions for how to get Cross Selling products to display on the product detail page for products that are Not for Sale?
