Hi,
  Just stumbled across you post. One option worth testing is to create a ""Free Shipping" coupon that only applies to wholesale customers. You would have to adjust the language etc to make sure it's clear that shiping will be calculated after the order is set & many may well want to know the shipping charges before finalizing the order, so the admin effort would be greater.

We are using the product cart website for the end users and retailers(wholesale). We use Canada Post shipping rate for the orders by end users, but we don't want to connect to the Canada Post shipping calculation for orders by retailers.
