Hi,
  ProductCart is PA-DSS certified and is also constantly checked by several vulnerability scanning services including McAfee's. 
Keeping a multi-step checkout was considered, but the additional complexity of maintaining two checkout systems would be significant.
I'm wondering if the firewall is interfering with the One Page Checkout. If you think this is a possibility you could test it using one our demo stores to see if the behaviour is the same.
If, after checking, you still believe there is a problem with ProductCart then please raise a support ticket.
