I use version  3.51a   and I want to set up some really specific shipping options. 

For the most part, I have flat rate shipping on everything - one price for everyone in the US, one price for everyone internationally. 

But there are a few items that I ship which are so heavy that I need to create a higher shipping price just for those items, otherwise, I actually lose money on the sale. 

So what I've done is set a shipping weight on those specific products at 5 pounds. none of the other products in the store have any weight listed.

then, I set up new shipping settings using weight as the determining factor. I did one for 4-6 pounds in the US and one for 4-6 pounds International. 

I was hoping that since I have these certain items set at 5 pounds, when someone checks out, it would return the rate that I specified for 4-6 pounds.

But these rates aren't showing when I do a test run. 

What am I doing wrong?!
