Explain how this would be done with product cart.

Customer calls me and gives me an order over the phone.  Turns out he has a $35.00 credit with us. In addition he orders a quantity I don't have on hand so I say...take the smaller quantity and I will give you the price break you would have received. I get the CC. and hang up the phone.

    How do I create an order for this guy edited the way I want..... then process the payment.
