I asked because I thought that perhaps you were dealing with idiots testing stolen cards against your store.  We have created a mechanism that is used to defeat using a store for such testing.

Thanks, Where is "geographical settings". 
This is just one more step in fraud protection. We require some international countries to contact us prior to placing an order. We ave that text posted every where so I just want to not allow sales to be placed from those countries. Canceling 30 orders a day is a nuisance to the guys working the orders.

Uunder geographical settings you can deactivate countries.  What is the exact problem you want to resolve?

Is there a way to block orders from specific countries? I looked under Store settings: countries, states and provinces but that looks like it is just for updating the format of the address.
