Add support for secure USPS shipping APIs

   ProductCart does not seem to currently support using the "secure.shippingapis.com" system (via HTTPS)...it's not able to gather rates.
Right now...this feature would be a nice thing to have.  Come September 2006, it'll be a requirement.

	We are aware of this. We will definitely update the code before this is a requirement.

	This requirement is now about a month off. Will this be added to only v3, or, will 2.76 also receive support for this?

	A patch for this USPS requirement will be available to both v2.76 and v3 users. The ETA is the end of August.

	An update on this: no code changes are needed. The URL change only affects certain APIs and the API used by ProductCart for Rate Calculation (RateV2Request) is not one of the "Impacted APIs", as they refer to them.
