X% off 1 item in a multi-item order

   Is there a way create a discount coupon code that takes X% off of ONE item in a multiple-item order?  I want to offer a discount on either the highest-price or lowest-price item in an order, and on only 1 of those items (in the case where there are two different items ordered and the highest price item has a quantity of 2, I only want X% off of 1 of them).
