Better Debug Info in Error Handler

   Please please please include more info in the default error handler.  Just spend several days debugging the 3.5 update code only to find out that when I copied the database it didn't carry over the id increment constraints.

When I switch "off" the error handling in the system settings, it should give me info that can be used to to actually troubleshoot a problem.
