Can't Create New Customer Account

I'm using the default 3.51 PC install; everything seems to work fine, except for this: when I go to 'checkout' (checkout.asp) I can neither create a new user account, nor can I continue without doing so. In both cases receive an error of:

"An error has occurred in this store. We apologize for the inconvenience.The error has been logged in the store database. The reference ID for this error is: . " (Note that the software doesn't actually supply a reference ID--just the blank space after the colon.)

Since my main product pages are custom coded, I'd added in the 'add to cart' functionality earlier and had suspected that perhaps some session ID was thus not being created (since the purchase process began 'outside the product cart software'. However, I then attempted to 'add to cart' from within the software (from the PC home page, in fact) and still receive the same error.

Might this be a database permissions issue? I'm running SQL 2005 Server Express for development purposes....
