UPS Not Returning rates on shipments over a 1000lb

UPS Not Returning rates on shipments over a 1000lbs this is not one product this is customers buy bulk items say 1000 1lb products shipping in multi boxes.
Max box weight set at 25 pounds. if we remove a part making it 996lbs it works. 
UPS or Product Cart.
