default state code

   Hi, 
I just noticed that on the newest version of PC, when entering the shipping address in OPCheckout, the state is defaulted to the state in the billing address.  This is very odd and I didn't even realize that it was a problem until a customer entered two orders for Christmas gift items that were supposed to ship to other states, both had been entered with her state and no shipping charges were returned on the order.  

She noticed it on the confirmation email and was quite upset with us.   If I hadn't noticed it, we could have shipped to the wrong address.

Can this be fixed so that this doesn't happen?  Is this something new that was added recently?
