If the problem is simply that a customer wants to become a "registered" customer, you can do so by adding a password to the customer account in the ProductCart Control Panel, or the customer herself can do the same by logging in with Order Code and e-mail and following the directions on the screen to convert the account to a registered account.

If the issue is that you want to disable "Guest Checkout" altogether, then you can do so with one click in ProductCart v4.1 under "Checkout Options".

We've turned our Guest User off as well.

The quality of order from people checking out as Guest as opposed to people who actually registered, was becoming difficult to manage.

We are in the process of creating a tool that is intended to simplify the process of consolidating customers who have multiple guest accounts.
 
With stock functionality, first, you need to identify the customers who have multiple registrations.  Then, one by one, you have to use the consoliidate feature to merge each of the various users.
 
Our new tool begins with a listing of all customers who have multiple accounts under the same e-mail address.  Clicking on a link adjacent to each address will result in a screen that lists all of that customer's accounts.  A radio button allows the merchant to identify the account to which the other accounts are to be merged.  Specify that target account, click an optional checkbox that will cause the other accounts to be deleted upon completion of merge, and click a submit button.  The script will then cycle through all customers and merge them - saving the merchant a LOT of time.
 
I'll post when this tool is complete and available for purchase.
 
We have also created a "session saver" for your store admin session, and will announce availability of that soon.  Basically, as soon as I can bundle it up and get it zipped for shipment.
