USPS International Shipping Calculation Error

   The USPS shipping estimates returned for international rates is in error.  Any suggestions on how to repair or what might be the culprit?  I tried different settings within the "USPS Shipping Setting" but get the same low rates.  For example, shipping to Iceland for $10 when we know it is more like $40.
