Hello,
We want to offer a promotion that looks like this:
Spend $XX.00 or more on anything in the store, and we'll give you (Item Nbr.) free.

I've reviewed both discounts and promotions and can't seem to find a solution.

Any suggestions? Have I missed it?

Try this:  Create a coupon with order limit 150 and product exclusion enabled.  Then set it to auto apply at checkout.

This sounds possible with the current discount section. For this example let's assume you spend $100 and receive a free baseball cap.

So, add a new discount and give it whatever code you want. Then, under
"Parameters that Restrict Applicability" set the "Order Amount:     From:" to $100. That way, this coupon will only work when the total order amount is $100 or more.

Then, go down to "Filter by Product(s)" and select the baseball cap. Now, this coupon should only work if the order is over $100 and the baseball cap is in the cart.

The customer simply adds the items they want, adds the baseball cap, and enters the coupon. They get the amount of the baseball cap off their order, hence a free baseball cap. Restricting the coupon to the baseball cap prevents people from trying to use the coupon to get $100 off when they didn't actually select the baseball cap.

Keep in mind, for this to work your baseball cap price must be set at $100.

So...in the first scenario, everyone who spends $xxx.xx or more, gets the thing added to their cart whether they want it or not.

In the second scenario, they have to add it to their cart and use the coupon code.

This is exactly what I needed.
Thanks
