Vat and B2B transactions

   It is standard practice when selling to businesses in the EU that VAT is removed if the purchaser provides a VAT ID Number. This condition applies if the purchaser is not in the same country as the store. If they are in the same country then VAT is charged regardless. I cannot see where in ProductCart to set these settings. Am I missing something?
