Paypal shipping charges

   Some of the orders that come through paypal have additional shipping charges added to the order.  It's not all the time, but some times.  I checked the shipping rate chart on the control panel, and it has the correct amounts listed.  Does anyone know what else might be off or set wrong to cause these extra charges to happen?
