Discount Code Not Triggered on Subtotal

   I have a discount code of 2% for orders between $200 and $399.  The subtotal of the actual ordered product is $196.29.  The discount is being applied even though the subtotal total is below $200.  It appears the discount is being triggered by an amount other than the total product.  The actual discount is computed correctly.

Is there any way I can get the discount to trigger on the actual subtotal of the product amount?
