No Shipping Rates Returned (Endicia Required?)

I'm troubleshooting why I'm not getting shipping rates returned...Do I need an endicia account to return USPS rates even in test mode?? I successfully set up USPS account but no endicia yet.

That's the only thing I can think of because I've ran through this list here: http://wiki.earlyimpact.com/productcart/shipping-no_shipping_rates_returned?s[]=reset&s[]=parser and I don't think the problem is there. 

1. No Weights assigned (I have them)
2. XML Parser not available (I ran troubleshooter and it says I have the right one installed)
3. Ship From Address (I believe this is set up correctly)
4. Valid Store & Customer address. (When I click the estimate button i enter city, state, zip and it gives me nothing.  I even created a fake profile and it still returns no rates)
5. XML 3.0 SP2 installed. Troubleshooter said it was there.  I set it to 6.0 then back to 3.0 to reset it.
6. Order exceeds weight limit (i set limit to 50 and all items are less than that)
7. Service not available for address (not an issue)
8. Delivery/Pickup not compatible (not an issue)
9. Packaging type not compatible (I don't believe is an issue)
10. USPS Web server not responding.  (possible problem, but not likely)
11. Shopping cart contents don't fit into custom defined options.  ( I have no custom shipping options.  I want USPS)

Help please.

Most likely, USPS hasn't actually enabled your account on their Production server. We know from experience that (despite their assurances) this is often the case. Please ask them to double check that your User ID has been enabled on their Production Rates Server.

That worked.  USPS had not activated me until today.  

I knew I was doing it right because I had the Fedex one working.
