   Hi Alan,
   In V3.5 the code checks for an existing affiliate and places a new affiliate record in the cookie ONLY if there isn't an existing valid one in place.  
The links provided by EarlyImp cover the affiliate system quite well. I've updated the page on the wiki to cover this particular point,
