Terms and Conditions: change from text area to CSS

   It would be a good idea to convert the terms and conditions text area to a CSS overflow and allow merchants to use HTML format here. 

One thing I'm getting a lot of heat on here it to allow for formating such as bolding and bulleting as well as links to other pages (which would popup from the checkout pages so as not to interupt the checkout flow).

Simply converting this area from a text area to a CSS overflow (and allowing the imput on that field in the CP to accetp HTML tags) would be a plus IMHO.

Kinda of a hassle to having to keep tweaking this one, and do it again after an upgrade.
