moving to new server - DB upgrade error

   Hello,
ISSUE
 Auto update of db not working. on new host, during migration process.

History
I'm moving host.   After going through a list of steps I ran the setup Wizard **(associated question, is there a new /setup  for new purchases of v4.6?  I found my v3.51 setup folder for use on new host.  This ran wizard v3)

Set Up Wizard v3,  completed steps 1-2 (see below)  .  ....  
attempt to log - in to product cart, log-in successful ... 
I go to log in (see image below display v4, but all way out on right says v3.51)
redirected to ---  example.preview.host.com/store/pcadmin/upddb_v46.asp  

Self-Troubleshooting
I've confirmed  
"includes/storeconstants.asp" & "includes/productcartFolder.asp" //
 parent path enabled // 
write & read are db defaults for new host // 
I'm wondering where else I might look for possible errors in the EA ProC db automatic update?  

Maybe it is an issue with new host (from proc's recommended hosting list)  or maybe it is that I'm running it through  
example.preview.host.com/store/pcadmin/upddb_v46.asp

Should I continue to step 3 of wizard and reset something there?
Error page during update doesn't provide any information on FF or Chrome (see below)

	Hi Casey, I'm a little confused: Are you migrating and updating all at once? Also, are you trying to update from 3.51 straight to 4.6? (that wouldn't work).
