Gift wrapping per order vs per product

   Is it possible to have gift wrapping per order?  
Have it set up in the backend and selected by the store owner.  Wrapping fee per item or per order.  We feel it is not fair to charge wrapping for each individual item, if we can wrap them in the same wrap together.  I rather give a flat gift wrapping fee per order.
