Service Plan based on total price

   Hi,

I am trying to create an option to add service plans to orders on my site. Ideally the plans would be a % of all the items in the cart.

Is this possible? 

I created a custom shipping option, but doing that is a little confusing to the client and I can't charge a shipping rate then.
