Our leftnav is way too tight together and the font is too small (do I change pcStorefront.css?)

How do I make esthetic changes to inc_catsmenu?

You need to change pcHeaderFooter.css, specifically the styles for the pcLeftCatLinks sections. Modifying the menu itself requires changing the genCatNavigation.asp in the pcadmin folder. That's the file that is run when you choose generate navigation from the control panel. It builds the HTML for the category menu which is then included by the inc_catsmenu file.

You will likely need to edit various styles in pcHeaderFooter.css.  Your changes will start with #pcleft and #pccenter, and possibly others.

<link type="text/css" rel="stylesheet" href="pcHeaderFooter.css" />

However, it seems that the reference to that stylesheet does not exist in your site header. Start by adding that back in and see how things look.
