yes, its there but is says this below it, so I guess something is not setup correctly?

That always displays even when configured correctly.

What do you have as the value for "File name of "Page Not Found" page:"

404b.asp is the file name in there.

OK, as mentioned above, please create a proper 404 page in the root of your site. Let's say that page is "pagenotfound.html". 
 
Store that page name in the admin as "/pagenotfound.html". 
 
404b.asp is not the proper configuration.

Yeah, this is your problem, Russ. 404b.asp is part of the URL rewriting process; it needs to transfer to a file you create in the case of last resort.

PM me your email address and I'll send you the file I use, complete with PC header & footer & all.

Probably would be a good idea if PC shipped with such a file; kind of odd to go this far with the whole thing in v4 and not include an actual 404 handled error page, IMHO.
