Go to locate an image anywhere in the Control Panel, and you will see the button in the top-left area of the pop-up window.

Which menu contains anything that resembles "locate an image"?

Adjacent to the form field where you specify the product image (as an example) there is an icon between the field and the image thumbnail. Please click that and a popup window will open. That should resolve your question.
