How come all orders using Google Checkout charged taxes? Is this a bug in Product Cart.  We are are currently using version 3.51 website http://www.emantechnology.com - www.emantechnology.com

Your first option should be to use the "Check for Updates" link on the Start Page of your ProductCart Control Panel to download the latest ProductCart files (v3.11).  In addition, please refer to the Early Impact knowledgebase which contains several FAQs on Google Checkout, including tax-related issues:

On Faqid=428 I see that Google is not compatible with the "Display Taxes Separately" tax option   Fine, PC can not dictate to Google.  But why not simply fix product cart to ignore this setting or add an "if" statement.  "If" Google then No (Display Taxes separately), otherwise yes.  This way, this option is available for all other checkout types. This can't really be that hard of a fix.
Two other suggestions
1.  On the Faqid=428  Add that the "Display taxes Separately ( ) No ( ) Yes" option is located on the Tax Settings  (Looked for it in the store setting, display setting, checkout setting, before I found it.

2.  And on the Tax Setting page, you might want to explain that selecting Yes, is incompatible with google, so we know before we check it.

Originally, Google Checkout was for US Merchants only.  “Show taxes separately” is not typically used in the United States so the issue did not come up.  I agree that the Google Checkout component can be modified to ignore that setting.  We have added the task to our tracking system and it will be included in a future update. Thank you for your suggestion!

where can you find the option "Display taxes separately ( ) No ( ) Yes"  or the source code page to disable this feature? We cannot find it anywhere. We just want a quick fix and don't want to upgrade to ver 3.11 yet, because it requires too much work since we have customized too many pages.

To find the option "Display taxes separately" follow these steps:

1.) click the "Settings" link on the main menu
2.) click "Manage Taxes" in the drop down
3.) select "No" and "Update"

If that doesn't solve your problem please open a ticket.

I cannot find this option under Magage Taxes menu. The options are "Edit Setting", "Set tax exemptions for US states", Switch To VAT", and Switch To Manual Tax Calculation". There is no "Display taxes Separately ( ) No ( ) Yes" option.

It is not clear that the problem you are experiencing is the same as the one caused by "Display Taxes Separately".  It is difficult to guide you without all of your information.  Please open a support ticket. Mention you were asked to open a ticket so you do not receive links to the same kb articles.
