Hi,

I am looking for a solution where I can link the shipping cost for an order to the delivery state as this is how our supplier works. I suspect UPS/FEDEX do this but we don't use them as courier.

As a simple workaround I have some clients who have a link to a map showing the rates for the regions. It's up to the person placing the order to choose the correct shipping cost. Whilst this is by no means perfect it works for most of the orders placed.
 
In this case the map gives delivery time (in days) but it could just as easily be used for prices.

It would be quite easy to create a list for all postal codes but more difficult to integrate with your store.
