We have an item that has been marked as oversize with dimensions of 17 x 23 x 1 and a weight of 2 lbs 1 oz.
A customer was able to choose First Class Mail anyway. Any advice on what else to do to keep this from happening?

Hey Hamish...sorry, haven't been around for a bit.
I'm afraid I don't understand the question. We're using out of the box integration with USPS and UPS plus a couple custom options (Pick Up at Store, etc.).
I've since had this happen one more time. Customer chose three items, two of which were set to "Oversize." The cart correctly shows 3 boxes, but the shipping is only calculated on one box (the lightest one that is eligible for First Class). The result was a shipping charge of $3.85 instead of $80-ish as it should have been.
Luckily the customer was understanding when we contacted them, but I'd love to avoid that scenario again.
