We're working on upgrading our site from 3.051 to 3.11, then to 3.5. As soon as I copy the files from the update ZIP to the server, and try to log in to the control panel to run the database upgrade, I get the dbError.asp page saying that it can't connect to the SQL DB.
 
storeconstants.asp still has the correct connection string. If I copy the files from my pre-upgrade backup back to the server, I can again log in, still at the old version.
 
Is there something else the new control panel files are looking for that if not present was cause an erroneous DB error?

I had a similar problem using IE.  Switching to FF solved it.  Otherwise open a ticket with IE, they are usually fast finding and fixing issues.

This could be a "red herring" type of error.  Please check and reset the permissions on the 'pcadmin/CPLogs' folder. Make sure the permissions are set to read/write/modify (sometimes called "delete").  Once the permissions are reset, try accessing the control panel again.

I've done what both replies suggested, and neither fixed it.

I gave Modify rights on cplogs  to the Network Service and Internet Guest Account the site runs under. Is there another account I should be looking at?

I looked at the TXT files in the cpLogs folder, and entries are being made, so the server has the proper permissions to write to this folder.
 
I've twice restored my backup of the 3.051 cart, and re-tried the 3.11 upgrade install, and still get this DB error.
 
Update: I just followed the suggestion in the Database Connection Problem error page to try running the setup/default.asp to test the connection string, and the connection string tests fine.
 
Is there anything I should look for in the SQL DB tables themselves? It's on SQL 2005, and I have full management studio access to the DB.

As stated the reported db error is not the issue. Comment out the on error code in the page (and includes) that is throwing the error and turn off friendly errors in your browser. You should get a good error message at that point.

In the past when I have seen this error it is due to a missing file/directory or a permission problem.

Check your settings.asp file in the includes folder and make sure it is showing the correct version.
 
I have had a couple of upgrade instances where and this also causes the error even when permissionjs are correctly set.

Turns out it was the menu.asp file including the adovbs.inc while another ASP app on the same web server also used those constants. A duplicate constant definition was occurring. Temporarily commenting out the "ON ERROR RESUME NEXT" lines in a couple of files let me see the real error message.

Just goes to show how many different things can give a similar error message.
