Does anyone know the "best" method of putting a website user agreement in ProductCart?  Is there a way to have a user acknowledge the agreement?

go look at the checkout options.  you can place whatever message you wish and make it a required acceptance.

In Settings > Checkout Options you can set the Terms and Conditions to be displayed and accepted via a checkbox, never, once or every time a customer checks out of the store.
