My store control panel displays the order received times incorrectly. I believe it must be GMT rather than our local Pacific time zone. Can I correct this problem.

Unfortunately this is not possible. ProductCart does not include a way to change all times/dates based on the difference between the server time/date and your location. This would be a substantial project as times/dates are used in a large amount of files.

This time is indeed based on our server's time clock.
 
However, if their are a limited number of places you need to adjust for this for convenience, it's very simple to adjust for . . . it just has to be adjusted for at each instance, and as EI just mentioned, that could be a lot of places.
 
However, I do think it would be a good idea, and not terribly difficult to introduce, a time zone offset value in one of the next PC releases.
