We have implemented a full suite of HTML e-mails from http://www.tastefulgarden.com - www.tastefulgarden.com (v4). Here is an example of the order confirmation:

Almost every e-mail that PC produces has been converted to HTML format: from the "order received" during checkout, new customer, forgot password, customer account consolidation, order confirmation, order shipped, and so on. (I say almst because there is at least one e-mail, where someone signs up for an event, and TG does not use and we did not tailor. There may be others but they have not turned up yet.)
We implemented the same code strategy that we used for our http://www.greybearddesign.com/productcart/html-dropship-po/ - HTML PO mod. Using this strategy we provide a configuration file that contains all of the e-mail layouts. As such, the e-mail messages can be tightly refined to your preferred color scheme and layout.
The e-mails which are sent from the admin offer a checkbox that allows the merchant to revert to text e-mails on a per-instance basis. We'll probably also allow the customer to select HTML/TEXT from their "my account - personal preferences" screen.
We're just in the process of refining this, and it represents a fair number of changes to the base code. I'm not yet certain if we'll be able to package this as a add-on module that merchants can simply plug into their site, or if we will need to offer this as a custom programming request. But it lives, and if I recall, there were quite a few requests for it.
And just to answer the question that will likely be asked, yes, this could be done for v3 if we were asked to do so.
