Subject: Payment Issue with Custom Shipping

I'm having a problem with customers who choose one of my custom shipping options: Local Truck Delivery. For some reason, a customer can not go through with his/her purchase because there is no continue button to go through with payment.  Instead there is a box on the bottom of the screen with the following message:

"You cannot checkout because the order amount has changed and free shipping is not available with the new order amount. Please click on the Back button above to recalculate shipping charges"

This message only pops up with this specific custom shipping option and not UPS or another custom shipping option. The only restriction on the "local delivery" custom shipping option is that a customer has to buy 150.00 worth of goods.  However, I am still getting this message even when the item is twice as much.
