We'd like to setup the custom shipping option - free rate based on order amount. However, we want to designate the shipping method, i.e. not give the customer the option to choose FedEx Express.

Is anyone doing this now?

I'm doing this already. I created a custom shipping provider called it Special Shipping Offers. There I set up a free shipping and even a 5 dollar flat shipping for order is a particular total range. I call it ground shipping and do not specify a provider since it is a custom shipping option. I also offer the free shipping under UPS for qualified order. Take a look at www.germanplaza.com and put an item into the cart and click shipping estimator. There you will see what I mean. My break points are 100 and 150 dollars for special shipping prices.
