Ok, I have looked in the CSS, there is no "titlebox" anywhere. I have also adjusted the offset settings to no avail with getting this thing any closer to the product url with the mouse over it. Please check it out here  <removed>. Go ahead and add something to the cart then move the mouse over, its not a couple inches off, its way more than that. I cant seem to get the right combination of values when changing the offset to make it better. It seems the arrow moves off the picture box, too when I mess with the values. Any suggestions here would be much appreciated!

Very simple. You have a conflict with another JS. Which one I'm not sure, but we see this sort of issue frequently.
 
Start disabling different JS files and you will see which one is causing the problem.  May require making a dev copy of the store so you can experiment out of public view.

BTW, the css file you are looking for is ei-tooltip.css

Mmm okay, i removed the couple of scripts to no avail. I looked in my own CSS for that "titlebox" tag and its being used. It is used in the CSS you mentioned. Though changing the values in there had no effect on the position of the box.
 
To the offset values. There is one for the cursor and its trying to figure the position out from the cursor x/y location. What does the other one do, is that the pointer on the box itself?

Not sure if you've fixed this issue or not, but if you've got the tooltip being displayed inside a div that is set to position:relative that can cause this type of issue. Hopefully, that helps.

I'm having an issue with the topcap on the tooltip. There's about a 5px gap between the topcap and the title. Has anyone ever had an issue like this? Any help that you can give me to troubleshoot this?

No, I haven't been able to get it to work correctly. It appears way over the right hand side. The http://www.dynamicdrive.com/ is where the code came from, PC just edited it up. They state the same thing. I am going to try some different methods of attack here.

Ah ha, I just got it fixed up. Took out the "position:" all together in the css for the div. dynamicdrive.com states the issue with relative and absolute paths in their documentation. Thanks to roknrod12 for the lead.

I wasn't sure how to use firebug to troubleshoot problems with the AJAX tooltip.  Any light you can shed on this would be very much appreciated.

Thanks for the reply. Apparently, it was the doctype. I didn't even realize it was fixed. Someone else messaged me about another issue in IE with the navigation, and I found where the doctype can cause issues with the Adobe Spry menu in IE. So I changed that in hopes that it would fix that issue (it did not), and didn't realize that it fixed the tooltip until I read your message just now. Thanks!
