Is there a way, stock or custom, to limit the number of payment attempts a customer makes?

We've had a small outbreak of credit card thieves attempting to use our checkout to verify stolen cards. If we could limit the number of payment attempts to a small number hopefully they'll lose interest.

This could be done relatively easily. What gateway are you using?
