I would like to add a background color to the back of the whole site or a background image and all I can find in the css files is how to change the background of certain tables and sections within the center, left, header and footer.

My site is 700px wide and would like to make sure the space outside the 700px centered, is a specific color or repeated image.

I would also like to remove the space between the footer and the rest of the page. There seems to be a gap between the footer and the side bar and center sections.

I think i understand now, I just noticed there is a new version of the user guide for v3. I was trying to work in the header and footer files, but instead should have been working in 1 main "template" file and then just paste the info into the header and footer files.

Hope I'm understanding correctly.

Your best bet for changing the background is to modify the body style near the top of the pcHeaderFooter.css file.

For the spacing on the footer, do a view source on your page. It looks like you have extra code in your footer.asp file. There is a duplicate <link type="text/css" rel="stylesheet" href="pcHeaderFooter.css" />

The space is probably from these lines depending on how you've defined pcFooterSpacer in the pcheaderfooter.css file:
<tr>
  <td id="pcFooterSpacer" colspan="0"></td>
 </tr>
