This patch adds a collection of fixes for the PayPal payment gateways (v4.7 only), FedEx Web Services, USPS, and several other payment gateways. This patch is critical for all ProductCart customers that are currently using PayPal or FedEx Web Services in their store. Also note: you may also need to run the database upgrade scripts as detailed in the included README file if you are using any of the PayPal payment gateways.

Issues addressed by this patch:
 - FedEx: Shipping Rates were no longer shown in the storefront after September 20, 2013.
 - FedEx: Labels and Tracking stopped working after September 20, 2013.
 - USPS: Issue introduced in v4.7 where USPS First-Class shipping rates were not being displayed.
 - Multiple issues authorizing, capturing, and processing payments with the following PayPal solutions:
   * PayPal Express
   * PayPal Payments Standard
   * PayPal Payments Advanced (including Express checkout)
   * PayPal Payments Pro
   * PayFlow Link
   * PayFlow Pro
 - PayPal Express: Issue redeeming rewards points when clicking the "Pay Now" button on the View Cart page.
 - NMI: Issue with Internet Explorer (all versions) where an "Invalid Session" error was displayed after failing to verify a credit card number and redoing the transaction.
 - EPN: Issue saving account ID and restrict key credentials. (NOTE: If you are using this gateway, you will need to re-enter your account ID & restrict key credentials on the site).
 - LinkPoint: Issues in the price formatting that caused errors in orders over $1000.
