I need the product import tool to be modified so I can also import price breaks. Could I please get some prices on making this happen?

Have you looked into the "Show Savings" field of the import? Are you speaking of the feature that shows the prices striken through OR the quantity price discounts (as I suspect)?
 
If this does not answer your question, can you provide additional information/requirements/questions and your version number.

I am speaking of actual price breaks/quantity discounts.  We sell promotional products so for example 200 mugs might cost you $2, 500 is $1.75 and 1000 might be $1.50.  So I need to add to the import up to five price breaks per item.  My guess is that the spreadsheet would contain the lower number in the break along with the corresponding price.  So for the above example there would be six columns quantity 1, price 1, quantity2, price2, quantity3, price 3.

Gotcha, this can definitely be created to go along with the product import. I'd like to learn more about your current database setup (SQL or Access, 2000 or 2005) and the version of ProductCart that you are using.
