Restricting who can purchase by category?

I manage a store which is basically wholesale. We want potential customers to be able to see the product line, but they are not allowed to purchase until they are approved as a reseller. Simple, so far.

However, my clients want to set up a "Sale" category from which anyone can purchase. What is happening is that the retail customers can purchase from any category, not just the sale category once they have signed in. The only way I can restrict the public from purchasing from non-sale category items is to hide the non-sale categories from them. That defeats the purpose of showing the product line.

Is there a setting I am missing or do I need to do some custom coding? IE: If you are a retail customer and the category is not a sale item, do not allow the purchase.
