Wholesale customer agreement?

   Is there a way to set up a form that wholesale customers must fill out and/or a list of terms that wholesale customers must agree with prior to purchasing products from our store? The concern is that customers will buy our products and then turn around and sell them at a lower price. If we could get them to agree not to, that would be extremely helpful.
