Moved to new server - control panel home error

Receiving a non specific error when attempting to log into Control Panel after fresh install on a new server. The error shows in the URL but the control panel home just shows question marks graphics

First thing I would be looking for is that the pcadmin/cplogs folder, assuming you are at 3.1 or above, have the correct write permissions.
 
If that's not the solution, at least tell us what version you are running please.

Permissions look correct.  I ran the troubleshooting utility and all areas passed without error.

Version: 3.51

Please follow this procedure:
 
When done, your attempts to log in will reveal an actual IIS error instead of the general error message page.  Come back with that please.
