This does not sound good unless there is some part of the story that you are not including, perhaps as a result of not knowing those details.
 
If the SSL has already been issued, installation takes 5 minutes or so. 
 
There are circumstances where one might then have to adjust programming, fo example if you used a shared SSL cert and had to make coding changes so that the header/footer would play nice with the alternate URL path, but it is hard to imagine where 5 hours is coming from. One really needs to know all of the details to make an informed judgment.

Depending on the SSL company, you can get them for around $100/year or less. Updating an existing SSL, as Greg mentioned is pretty quick.
