Upgraded to 3.51a, error preventing checkout!

I upgraded from 3.11a to 3.51a last night.  Now when I try to place a test order or a customer tries to order I'm getting an Error 13 with the following description in the log:

Description: Type mismatch

The error comes right after the shipping options screen, I choose the shipping option and click Continue and hit an error screen.   Any quick help would be greatly appreciated, customers are unable to order at the moment!

Hi Seth,
     Check all the files uploaded successfully and that the DB update ran OK (most likely causes). If, after that, your still stuck please raise a support ticket - we would need FTP access if you do so, so include the details on the ticket.

The database update and the files uploads went through successfully as far as I can tell.  I'm doing a double check on file comparisons now.  I already submitted the ticket so please contact me so I can provide FTP details.

Check that your version number was updated correctly in includes/settings.asp
 
I recall a similar issue after a couple of upgrades and that was the problem.
